Operational Role of International Board of Investment China (IBICN)

Paying close attention to the duties assigned by the State Council and other regulatory and legal bodies, IBICN to the relevant laws and regulations, International Board of Investment China, (IBICN) undertakes responsibility for the oversight and administration of the financial markets as detailed below:

  1. Devise policies and create plans for the financial and securities markets, prepare new laws and regulations on the financial and securities markets, suggest amendments to current laws and regulations, and establish the rules, regulations, and measures for the investment, financial, and securities markets.

  2. Administer and supervise China’s financial and securities regulatory organizations, and conduct regulatory oversight over the management and officials of the said investment, financial, and securities organizations.

  3. Provide oversight for issuing, listing, trading, custody, and settlement of stocks, investment bonds or securities companies, and bonds and other securities as directed by the State Council, approve bond listings and oversee treasury and corporate bonds trading.

  4. Provide oversight for the market activities of public companies and their shareholders, who must fulfill the obligations detailed in the relevant regulations.

  5. Provide oversight for the public listing, trading, and completion of contract-based futures, and oversee the foreign futures businesses of the Chinese organizations as prescribed by law.

  6. Ensure compliance by investment, futures, and securities exchanges and their senior management, and oversee the investment, futures, and securities associations in the capacity of a qualified organization.

  7. Provide oversight for investment, futures and securities institutions, investment management companies, depository and clearing corporations, futures clearing, and credit rating bodies. Inspect and sanction fund custodian organizations, regulate custody, formulate and implement controls over the qualifications required for senior management, and guide the management of the qualifications needed by employees in the investment, futures, and securities businesses.

  8. Provide oversight for issuing and listing shares and convertible bonds overseas by Chinese companies, and oversee investment, futures, and securities institutions in China by overseas institutions.

  9. Oversee information, and supervise the management of the data and information resources for the investment, futures, and securities markets.

  10. Work with relevant authorities to examine and approve the qualifications of asset evaluation companies and their employees for investment, futures, and securities intermediary businesses.

  11. Inspect and persecute breakers of investment, futures, and securities laws and regulations.

  12. Oversee the investment, futures, and securities sector’s foreign exchanges.

  13. Perform duties as directed by The State Council of the People’s Republic of China.
